When the depression began, many Americans had great faith in Herbert Hoover. His skills as a businessman and as an administrator inspired confidence. Under his direction the government overtook some important measures to fight the depression. But they were not enough to end the crisis. As a result, voters in election of 1932 rejected hoover in favor of his Democratic opponent, Franklin D. Roosevelt.

1. His ideological beliefs were such that he could well have launched the country in a more progressive direction than his predecessors in the 1920s had not the Great Depression intervened. He was far more committed to active government than either Calvin Coolidge or Warren Harding.
